Through initiatives such as e-Citation and enhanced community outreach efforts, we are building systems that are more efficient, more transparent, and more accessible for the people of Cook County. We also showed up beyond courthouse walls, reaching more than 90 percent of municipalities across the County and deepening partnerships that ensure residents can access services regardless of work schedules, language barriers, or geography."&lt;/font&gt;&lt;/p&gt;

      <title>Hispanic Lawyers Association of IL (HLAI) Honored Arb. Rachael Sinnen</title>
      <description>&lt;p&gt;&lt;font style="font-size: 16px;" color="#000000"&gt;&lt;span data-olk-copy-source="MessageBody"&gt;&lt;font face="Lato"&gt;Arbitrator Rachael Sinnen was honored with the HLAI's inaugural Administrative Law Judge of the Year Award&amp;nbsp;in recognition of her outstanding service with the Illinois Workers’ Compensation Commission (IWCC) and her leadership beyond the bench as a teacher, coach, and mentor at the HLAI Annual Judicial Reception on February 3, 2026 at the University Club of Chicago.&lt;/font&gt;&lt;/span&gt;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;" color="#000000" face="Lato"&gt;Arbitrator Sinnen was recognized for her dedication to fairness and excellence in administrative law, as well as her commitment to supporting and guiding the next generation of legal professionals. Her contributions to the IWCC and to the broader legal community have earned widespread respect among colleagues and practitioners alike. Rachael has been a WCLA member since 2014.&lt;/font&gt;&lt;/p&gt;

We were able to attend and assist with the distribution of these backpacks at the school. Previously she served as an Administrative Law Judge for the Arizona Office of Administrative Hearings in which she presided over cases ranging from licensure for the Arizona medical board to Social Security and Medicaid benefits. Prior, she was Litigation Counsel and Compliance Counsel at UpRight Lawand served as Assistant Attorney General at the Office of the Illinois Attorney General. Baker earned her bachelor’s from the University of New Mexico and Master of Arts and Juris Doctor from Loyola University Chicago.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Barbara Flores will continue to serve on the Workers’ Compensation Commission.*&lt;/font&gt;&lt;/strong&gt; &lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Flores was previously an Arbitrator at the Illinois Workers’ Compensation Commission. Prior, she was Corporate Counsel at Alden Management Services, Inc., and served as Final Agency Decision Writer at U.S. Postal Service, National Equal Employment Opportunity Investigative Services Office. She has extensive legal experience as Law Clerk and is actively involved in scholarship and professional organizations. Flores earned her Bachelor of Science from the University of Illinois at Urbana-Champaign and Juris Doctor from the Chicago-Kent College of Law.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Christopher Harris will serve on the Workers’ Compensation Commission.*&lt;/font&gt;&lt;/strong&gt; &lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Harris was previously an Arbitrator at the Illinois Workers’ Compensation Commission. Prior, he was Owner and Managing Attorney at Shield Law Firm LLC. Harris has additional legal experience as general counsel. Harris earned his Bachelor of Arts from the University of Illinois at Urbana-Champaign and Juris Doctor from the University of Illinois at Urbana-Champaign College of Law.&lt;/font&gt;&lt;/p&gt;

Prior, he served as Legal Counsel and Staff Analyst at the Illinois State Senate. Mathis earned a Bachelor of Arts from the University of South Florida and Juris Doctor from UIC John Marshall Law School.&lt;/font&gt;&lt;/p&gt;

Prior she was First Assistant State’s Attorney at Office of the Vermillion County State’s Attorney. Simpson earned a Bachelor of Arts from DePaul University and Juris Doctor from John Marshall Law School.&lt;/font&gt;&lt;/p&gt;

Tyrrell, LTD. Prior, Tyrrell was Partner and Attorney at Tyrrell &amp;amp; Boylan. Tyrell also served as Assistant Public Defender at Cook County Public Defender’s Office. Tyrrell earned an undergraduate degree from Lewis University and Juris Doctor from Chicago Kent College of Law.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Max Cerda will serve on the Prisoner Review Board.*&lt;/font&gt;&lt;/strong&gt; &lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Max is a Case Manager at BUILD, Inc. Previously, Max served his community as a mentor with ASPIRA of Illinois and as a Violence Interrupter with Ceasefire. Max also served as the Co-Executive Director of the Latino Cultural Exchange Coalition. A person who was formerly-incarcerated and is now a dedicated community leader, Max has received local and international recognition for his service as a street and gang violence interventionist. Max has spoken at international forums on juvenile justice, anti-violence, and at-risk youth for the U.S. Department of State and the U.S. Embassy in Mexico.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Drella Savage will serve on the Prisoner Review Board.*&lt;/font&gt;&lt;/strong&gt; &lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Drella is the Clerk for the Village of Olympia Fields. Previously, Drella served as a Circuit Court Judge and an Administrative Hearing Officer/Law Judge of Expedited Child Support in Cook County. Drella has extensive civic and volunteer experience, including service with the Department of Justice’s Faith-Based Initiatives Commission, the Illinois Judicial Council Foundation, and the Illinois Council on Women and Girls. Drella has received several awards and honors for her leadership, humanitarian, and distinguished service. Drella earned a Bachelor of Arts from Northwestern University and a Juris Doctor from Howard University School of Law.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Jeffrey Mears will serve on the Prisoner Review Board.*&lt;/font&gt;&lt;/strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Jeffrey currently works at Shawnee Correctional Center, a facility of the Illinois Department of Corrections. Previously, Jeffery was the General Foreman at Painters Local #32, President of the American Freedom Veterans Support Group, and a Commissioner on the Johnson County Board of Commissioners. Jeffrey has an extensive history volunteering with Shawnee Correctional Center where he currently serves as a De-Escalation Response Team Coordinator, Negotiations Management Team Member, Facility Crisis Team Member, and a Weapons-Free Task Force Member.&lt;/font&gt;&lt;/p&gt;

&lt;p align="center"&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;GUARDIANSHIP AND ADVOCACY COMMISSION&lt;/font&gt;&lt;/strong&gt;&lt;/p&gt;

Upon retirement from Syracuse University, he served as a Senior Consultant for the Association of Governing Boards of Universities and Colleges. Shaw has served in leadership positions on numerous educational and economic task forces and commissions as well as Boards of Trustees of both for-profit and not-for-profit businesses and organizations. He has received numerous national, statewide, and local honors including seven honorary degrees, the Silver Anniversary Award from the National Association of College Athletics (NCAA) and is a Laureate of the Lincoln Academy of Illinois. The Granite City resident received his Bachelor of Science from Illinois State University, master’s degree from the University of Illinois and Doctor of Philosophy from Purdue University.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;Jennifer A. Delaney will continue to serve on the Illinois Board of Higher Education.*&lt;/font&gt;&lt;/strong&gt;&lt;font style="font-size: 16px;" face="Georgia, serif"&gt;&amp;nbsp;Delaney is an Associate Professor of Higher Education in the Department of Education Policy, Organization and Leadership at the University of Illinois at Urbana-Champaign, where she is also the Director of the Forum on the Future of Public Education. Dr. Delaney's research focuses on higher education policy, with an emphasis on finance. Previously, she worked for the Advisory Committee on Student Financial Assistance, the National Center for Public Policy and Higher Education, and served as a consultant for the Commission on the Future of Higher Education. She was also an assistant professor of higher education at the University of Wisconsin at Madison. She earned a Bachelor of Arts from the University of Michigan, Master of Education from Harvard University and Doctor of Philosophy in Higher Education Administration from Stanford University.&lt;/font&gt;&lt;/p&gt;

Thompson to serve as the Executive Director and CEO of the Illinois Tollway System for six years.&amp;nbsp; Morsch serves as a board and advisory board member of the Metropolitan Planning Council and Community Partners for Affordable Housing, was elected for three terms to the City Council of the City of Lake Forest, and was appointed a member of the City of Lake Forest Planning Commission.       <description>&lt;p align="left"&gt;&lt;font color="#000000" face="Arial, Helvetica Neue, Helvetica, sans-serif"&gt;&lt;strong&gt;&lt;font face="Verdana"&gt;Passing of Robert E. Schell&lt;/font&gt;&lt;/strong&gt;&lt;/font&gt;&lt;/p&gt;

&lt;p align="left"&gt;&lt;font face="Verdana" color="#000000"&gt;​Robert E. (Bob) Schell passed away on Monday, January 25, 2021. In his own way, he was an institution at the then Industrial Commission and later Illinois Workers' Compensation Commission.&lt;/font&gt;&lt;/p&gt;

&lt;p align="left"&gt;&lt;font face="Verdana" color="#000000"&gt;&lt;font color="#000000" face="Arial, Helvetica Neue, Helvetica, sans-serif"&gt;&lt;strong&gt;&lt;font face="Verdana"&gt;&lt;img src="https://wcla.info/resources/Pictures/News%20Photos/Robert%20E.%20Schell.jpg" alt="" title="" border="0" width="150" height="188" align="right" style="margin: 0px 10px;"&gt;&lt;/font&gt;&lt;/strong&gt;&lt;/font&gt;He was known to most attorneys that practiced at the Commission for 30 years. Bob was a non-attorney representative of the then Martin Boyer Company. He appeared at the Commission every day and was charged with the task of resolving claims with both attorneys and pro se litigants.&amp;nbsp;&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p align="left"&gt;&lt;font face="Verdana" color="#000000"&gt;Bob was a graduate of DePaul University, in Chicago. He attended on a basketball scholarship and played under Hall of Fame Coach Ray Mayer. He was a member of the US Army Reserves and was great sports enthusiast, with an encyclopedic knowledge of all sports.&lt;/font&gt;&lt;/p&gt;

&lt;p align="left"&gt;&lt;font face="Verdana" color="#000000"&gt;Bob will be greatly missed by his family and friends.       <description>&lt;p&gt;&lt;font color="#000000" face="Arial, sans-serif" style="font-size: 16px;"&gt;In the Covid World, the Commission has been constantly pivoting to make certain that we keep operating. As the Bar is aware, the Commission has faced great difficulty in the receipt and redistribution of mail.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Arial, sans-serif" style="font-size: 16px;"&gt;The USPS has not always been able to deliver mail on a consistent basis. &lt;strong&gt;&lt;u&gt;To alleviate some of the mail issues, Arbitrators will consider all Motions and Petitions that are received by them, by e-mail, at least two business days prior to the Monthly Status Call.&lt;/u&gt;&lt;/strong&gt; This has been posted on our website for the last several weeks.&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font color="#000000" face="Arial, sans-serif" style="font-size: 16px;"&gt;Because of Covid, and in accord with our Rules, we have temporarily abandoned the requirement that a purple ink Commission stamp be affixed to all Motions and Petitions. Section 9015 of our Rules allows the Chairman to set procedures that provide for the electronic filing of documents with the Commission. We believe that this action is consistent with our Rules and that it will alleviate difficulties with the USPS.&lt;/font&gt;&lt;/p&gt;

      <title>WCLA - Holiday Charity 2020</title>
      <description>&lt;p&gt;&lt;font style="font-size: 16px;" color="#000000" face="Verdana, sans-serif"&gt;The WCLA recognizes the significant impact the COVID-19 pandemic has on everyone in Illinois.&amp;nbsp; The current crisis has resulted in the cancellation of our holiday party and several other in-person events. &amp;nbsp;Since we will not be paying for those events this year, we have decided to donate the money we would have spent on these events to those in need.&amp;nbsp;&lt;/font&gt;&lt;/p&gt;

&lt;p&gt;&lt;font style="font-size: 16px;" color="#000000" face="Verdana, sans-serif"&gt;For years, the WCLA has been a proud sponsor of the Ronald McDonald House Charities (RMHC).&amp;nbsp; This organization provides places to stay for families of hospitalized children.&amp;nbsp; It provides rooms, food and overall support.&amp;nbsp; This organization has made a crucial difference in the lives of so many families.&amp;nbsp; As you can all imagine, charitable donations overall have been down this year, everywhere. &amp;nbsp;The RMHC, and the kids and families they provide for, need our help.       <title>Additional Pro Se Hearing Dates In Chicago</title>
      <description>&lt;p&gt;This is a reminder to all members of the Bar. When you appear at the IWCC, you must engage in social distancing. By this we mean that you must stand approximately six (6) feet apart. A horde of lawyers crowded into a small space at the IWCC is not social distancing.&lt;/p&gt;

&lt;p&gt;Pro se litigants are in no way to be blamed for the Bar’s inability to engage in social distancing and or estimate a safe number of people in a confined area. It is the responsibility of the attorneys to make certain that all whom they invite act appropriately.&lt;/p&gt;

&lt;p&gt;Due to the large number of attorneys and pro se litigants that appeared at the Commission, in Chicago, on Wednesday, June 10, 2020, we are forced to add additional dates for a pro se arbitrator. We originally scheduled Arbitrator Seal for each Wednesday in Chicago, during the month of June.&lt;/p&gt;

&lt;p&gt;Arbitrator Seal will now be available for pro se settlements on Monday, June 15, Wednesday, June 17, Friday June 19, Wednesday June 24 and Thursday June 25, 2020. If additional dates are needed we will add them.&lt;/p&gt;

&lt;p&gt;If there is a repeat of the overcrowding of the IWCC offices in Chicago, or for that matter any venue, we will take steps to limit the number of persons allowed into our offices.&lt;/p&gt;

      <title>IWCC EMERGENCY CLOSURE JUNE 2 &amp; 3 and Documents</title>
      <description>Please be advised that the offices of the Illinois Workers’ Compensation Commission will be closed on Tuesday, June 2, 2020 and Wednesday, June 3, 2020. This closure includes all facilities, not only at the James R. Thompson Center, in Chicago, but also IWCC facilities in Rockford, Springfield, Peoria and Collinsville.&lt;br&gt;
This closure has been occasioned by the events of the last several days, throughout the United States, but in particular those in Chicago. It is hoped that we will reopen on Thursday, June 4, 2020. Please continue to check your email and the IWCC website for this notification.&lt;br&gt;
Our WebEx monthly Arbitration Calls will go forward as planned. Decisions relative to in person trials will not be made until a later date.&lt;br&gt;

  &lt;li&gt;All status calls and pre-trials will take place via Webex.&amp;nbsp; Only actual trials and pro se approvals require appearances.&lt;/li&gt;

  &lt;li&gt;All cases&amp;nbsp;&lt;strong&gt;that do not receive a trial date&lt;/strong&gt;&amp;nbsp;(either via the call because they are above the line or motion)&amp;nbsp;&lt;strong&gt;will be RTC’d&lt;/strong&gt;&amp;nbsp;regardless of whether they are above the line.&lt;/li&gt;

  &lt;li&gt;&lt;u&gt;All&lt;/u&gt;&amp;nbsp;cases that receive a trial date will be set for the first half of the docket for pre-trial. All pre-trials will occur via Webex.&lt;/li&gt;

  &lt;li&gt;If trial is desired, the arbitrator will set it for trial at a set time during the second half of the docket.&lt;/li&gt;

  &lt;li&gt;The requesting party must provide notice of the trial date in writing of the scheduled hearing date.&lt;/li&gt;

  &lt;li&gt;A copy of all motions must be emailed to the arbitrator no less than 48 hours in advance of the status call.&lt;/li&gt;

  &lt;li&gt;Downstate pro se approvals are to be arranged with the Arbitrator for an appearance date via email.&lt;/li&gt;

  &lt;li&gt;Chicago pro se approvals will be on Wednesdays.&lt;/li&gt;

      <description>&lt;p&gt;&lt;span style="background-color: rgb(255, 253, 245);"&gt;&lt;font face="Arial, sans-serif"&gt;On April 23, &amp;nbsp;Sangamon County Circuit Court Judge John M. Madonia entered a TRO temporarily prohibiting the enforcement of the IWCC emergency rule creating a rebuttable presumption for COVID-19 cases affecting first-responders, health care workers and other essential workers. The TRO was requested in a &amp;nbsp;lawsuit filed by the Illinois Manufacturers’ Association and the Illinois Retail Merchants Association on April 22, challenging the emergency rule. The Attorney General has been given until April 30 to file a response and the parties have been ordered to reconvene on May 4 for potential arguments.&amp;nbsp;&lt;/font&gt;&lt;/span&gt;&lt;br&gt;&lt;/p&gt;</description>

      <title>Emergency Motion Call for EMERGENCY motions, ONLY</title>

  Beginning Monday March 23, 2020, the Commission will move forward with the below Emergency Motion Call for EMERGENCY motions, ONLY.&lt;br&gt;
  An “Emergency Arbitrator” will be available at the locations and on the dates and times set in the below schedule (this will be updated on a weekly basis) for presentation of “valid” emergency motions only. “Valid” emergencies include issues involving the expiration of a statute of limitations, a party can reasonably be expected to suffer an unacceptable hardship, if not heard on an expedited basis. Motions which do not constitute “valid” emergencies will be stricken. Simply put, if the emergency basis of the motion is not a valid emergency that justifies the risk associated with holding an in-person hearing in the midst of a national emergency and global pandemic, the motion will be stricken.&lt;br&gt;
  Access to the Emergency Motion Call will be limited to one individual per party. Parties may be required to sign in and out of the facility. The Emergency Arbitrator is empowered to manage the Call in a manner he or she believes is reasonable to ensure the administration of justice and minimize the health and safety concerns connected to the COVID-19 pandemic. Refusal to follow the directions of the Emergency Arbitrator will be grounds for removal from the call and striking of the motion.&lt;br&gt;

  &lt;p&gt;The following is a list of the locations for each of the Zones. Emergency Motion Calls will run from 9:00 AM to 12:00 Noon at the below locations on the indicated dates:&lt;/p&gt;

  The Chairman advises that, prior to making use of the Emergency Motion Call, attorneys should engage in personal consultation and make reasonable attempts to resolve differences. The Chairman believes Illinois Supreme Court Rule 201(k) and Rule 3.4 of the Illinois Rules of Professional Conduct serve as appropriate guides for counsel during these exceptional times.&lt;br&gt;
  As these events continue to evolve, we will work with the Governor’s Office and Illinois Department of Public Health to address this rapidly changing situation. Until directed otherwise, all other Commission operations will continue as usual. Parties are advised that any statutory filing deadlines and statutes of limitations will not be affected by these measures, and the Commission will continue to process all usual documents and filings by mail, and in person delivery.&lt;br&gt;
  The Chairman’s Office will reassess the need to extend or expand these measures on an ongoing basis.&lt;br&gt;
